Member recalled by Deputy SHELDON for a report of a homicide at 400 New Rd in the T/Laurens. 

iMember responded to the residence and was advised of the BOLO for a red Chevy Colorado, operated by Kevin PERRY. Member responded to the scene from the 
West Oneonta area to 400 New Rd without seeing the vehicle. 

Upon arrival at the scene, member went inside the residence and observed a male identified as Timothy PERRY, deceased on the floor in the kitchen and a female 
identified as Solveig PERRY, deceased on the floor in a back bedroom of the residence, While at the scene member was advised that Kevin PERRY was taken 
into custody after a pursuit by Schoharie County Deputies. 


Member left the scene, returning to the OCSO and wrote a search warrant for the residence at 400 New Rd, Kevin PERRY, and the Chevy Colorado, which was 
registered to Timothy PERRY. NYSP FIU Inv, Sara STEDMAN arrived at the OCSO to assist with evidence collection once the search warrant was signed. 
Member obtained the search warrant from the Town of Laurens Judge, Paul M AERZ. Member then responded to 400 New Rd and left a copy of the search 
warrant at the residence for the NYSP FIU. Member then responded back to the OCSO. Kevin PERRY was then transported to the OCSO where he was detained 
pending the investigation. Under Sheriff ALLISON and Deputy SHELDON attempted to interview Kevin PERRY. Member was advised by Under Sheriff 
ALLISON that Kevin requested an attorney. 

Member conferenced the case with DA John MUEHL, who advised member that Kevin PERRY was to be charged with Murder 1st and Criminal Use of Firearm 
1st and to be held without bail. 

Member arrested Kevin PERRY for the recommended charges. Member, Inv. HENN, and Deputy COX arraigned Kevin PERRY in the Town of Oneonta Court, 
Upon arrival to the court, several of Kevin PERRY'S family members were already at the court. It is unknown to member how the family members found out 
where Kevin PERRY was being anuigned. Kevin stated to member and Inv. HENN to keep the family members away from him. Members spoke wit the family 
members and attempted to keep Kevin PERRY as far away from the family members as possible. Oneonta Town Judge, Sean FARRELL arraigned Kevin PERRY 
and remanded him to OCJ without bail. 


Member contacted Rebecca PERRY to have Alyssa JACKSON brought to the CAC for an interview. Rebecca PERRY and Lee JACKSON brought Alyssa to the 
CAC for interviews, Inv. HENN, CPS Supervisor, Sarah PURDY, and NYSP VA, Nancy ALLISON were present at the CAC with member. 


.Sarah PURDY interviewed Alyssa JACKSON in the CAC interview room while member and Inv. HENN observed from the monitor room, Alyssa stated in sum 



Poppy's blood all over the kitchen; Kevin told me to go into Nanna's room and to find a phone, and I didn't know where it was; 1 said I didn't know where there is a 
phone; when Mommy got here, we were crying; my Mommy told Uncle Joe and Uncle Joe tried to wake Poppy and he didn't wake up; I didn't find a phone; Logan 
was playing with me; Kevin just got in llie mess; we made a mess in Nanna's room with Poppy's tools; (Q: Where were you before Nanny and Poppy died?) 1 was 
in the room with Logan; 1 was in Nanna's room with Logan; Mommy shaked Poppy, we were at Nanny and Poppy's house; Kevin wasn't there; I didn't have 
breakfast 1 didn't have lunch when they first died, Nanny was on the mattress when we were playing with the tools; Nanny didn't wake up; she died; they didn't 
sleep, they died; Kevin shot them with a gun; 1 didn't see that; 1 was watching the Rad House on Daddy’s TV in my room at my house, 1 live far, far away with 
Nanna, Poppy, and my Dad; Logan was under the gate; Logan was trying to get,,, (unable to understand what Alyssa said); 1 was big when I was a baby; Logan 
came back right in my room; Logan didn't go out; 1 live with Nanny and Poppy; Logan was in my room; he went to bed in his pack and play; I got Logan in his 
pack and play before Nanny and Poppy died; 1 locked the door because Kevin was shooting and I let my Mommy and Daddy in; I locked my door to my bedroom; 
me and Logan were in another house; I was in the pink house and Mommy and Daddy couldn't find us; that was aliens house; (Q: did you hear Kevin shoot Nanny 
and Poppy?) I was not there for that; I was by the house; the butterflies had me go to the house; they were pink butterflies; they had me go to the other house; the 
pink house. Kevin didn't say anything; 1-ogan and I were under my bed; Kevin was under my bed too, when he asked me to find a phone and 1 took my Mommy's 
car- 1 drove my Mommy's car; I know how to drive and I got Logan buckled; I drove to my Mom and Dad; Mommy and Daddy were in her car; there are three 
bedrooms; 1 sleep in the same room as Nanna and Kevin; when Nanna goes to bed, Kevin goes to bed, and Mommy goes to bed, 1 sneak right into Kevin's room 
and he gets angry; I have to be quiet so he can't hear me; I lay down and go to sleep; (Q; Do you have your own room?) yes; I share a room with Logan; Mommy 
and Daddy sleep in the big bed; they share my room; Nanny shares a room with Poppy; Kevin sleeps in the middle; Kevin has his own room; I was getting ready 
for bed (when watching TV in her room); I put on my pajamas and put Logan's pajamas on; I was wearing "Frozen" pajamas; Logan was wearing pajamas; I had 
put Logan in his pack and play; I got him out so that I could share my bed with Logan; (Q: Nanny and Poppy say anything?) no, they died (she hugs her stuffed

were sleeping' that was just paint over the kitchen and mattress; it was red, and over Poppy's clothes; Nanna didn't have paint on her clothes; 1 snuck out of the 
room, I go to bed in my room; there was paint on the mattress, there was a little bit; it was red; I didn't touch the paint; he was in the kitchen with paint; there was a 
lot of paint; it was red; (when asked if anything in the room was red, Alyssa picked out a picture of a red bird, which PURDY brought into view on the camera); 
Poppy was painting the walls red; it was all over the kitchen; (Q; Did you see Poppy paint the walls red?) no; (Q; Did you hear the walls being painted red?) no; 1 
didn't hear any noise; I went to Bobbi's and the TV was on; I went because my Mommy let me; Kevin just leaved because the cops; Kevin get Poppy's truck and 
stole if I didn't see him take it; (Q: How did you know he took Poppy's truck?) because I don't know; I saw Kevin leave out the red door, it has a red handle, I saw 
him; (Q; Did he have anything with him when he left?) he didn't; he didn't take me or Logan; Nanny and Poppy were there to watch us and they were sleeping, I 
couldn't wake Nanny and Poppy up; they were just sleeping forever; I tried to wake them up; they didn't wake up; I did nothing to wake them up; (Q: Did Kevin 
say anything when he left?) he didn't; there was a killer in my house and my Mommy and Daddy were in my house; (Q: Your Mommy and Daddy came to the

17:52 for about four minutes); no one was in the house when Nanny and Poppy died; Kevin took Nanny and Poppy in the truck; Nanny and Poppy were at the

full details During the rapport building portion of the interview, Sarah PURDY used a pad of paper and marker to help describe how people in her family feel, 
Alyssa described her brother Logan as being happy, her Daddy. Lee, being mad, her Mommy, Rebecca, as being happy, herself as mad because she cries because 
her Dad doesn't let her go to the park and Logan pulls her hair. Alyssa goes on to describe Nanna as being sad, Poppy as being happy, and Kevin having a mean 
face. The pictures were drawn by Purdy and described by Alyssa. The drawings were placed with the case file - see document for full details.

Member was at Station and hear Priority tone for this call as well as 219 arriving on scene as first Officer, Member advised Sgt. STALTERofthe radio 
transmissions, and it was determined that CID was needed on scene. Member responded and made contact with Dep. SOLOVITCH who briefed Member and other i 
arriving Members of the known particulars. Member completed a brief walk through of the residence and yard and tfien began preliminary taking field 
photographs. 

Member then made contact with JOSEPH PERRY, the brother TIMOTHY, and Member obtained a signed deposition from JOSEPH, Refer to the that Deposition 
for full details. 

Member also collected a pair of jeans from Juvenile ALYSSA JACKSON and a pair of footed pajama pants from juvenile LOGAN JACKSON which both 
appeared to have blood on them, 

Member then responded to the Station to assist with the residential search warrant and evidence, 

Member was then approached by Deputy KOREN who advised that he had responded to Schoharie County and had collected evidence from the accident scene. 

Dep. KOREN advised that he followed the pick-up truck as it was towed to this Station and secured in the rear locked yard. Dep, KOREN further advised that he 
had firearms and ammunition that was recovered from the MVA scene, Dep. KOREN and Member then retrieved three firearms and various ammunition from the 
secured rear of his patrol vehicle, Items were secured in Members Office until they were later turned over to NYSP FIU Inv. STEDMAN. Member completed an 
evidence sheet for the items. Refer to the same for further information. 

Member was then approached by Sgt. WILKENS who advised that he had collected various articles of clothing from the hospital that were removed from KEVIN 
PERRY. These items were turned over to Member and secured in Member's Office until later turned over to Inv, STEDMAN. Member completed an evidence 
sheet for the items. Refer to the same for further information. Member assisted NYSP Inv. STEDMAN with processing the evidence that was at this Office. All 
evidence was turned over to Inv. STEDMAN. 

Member, Inv. MUNSON and Dep COX then transported Kevin PERRY to the Town of Oneonta court for arraignment. When Members arrived there were a few 
of the PERRY family outside the Court. When Member was assisting Kevin from the rear of the patrol vehicle he stated," Keep them away from me." Member 
escorted Kevin into the Court and provided a perimeter of security for him as well. Hon. Sean FARRELL held the arraignment and remanded Kevin to the Otsego 
County Correctional Facility without bail. Member and Inv, MUNSON then transported Kevin to the OCCF without incident, 

Members later that day interviewed Juvenile Alyssa JACKSON at the CAC as she was present in the residence at the time of the murders. Refer to Inv

Member re-called to 400 New Rd in the Town of Laurens at 2109 hours by Dispatcher Kristen STRONG. Upon arrival, Deputy SOLOVITCH requested that 
Member tape off the crime scene, Member and an unknown SP-Oneonta Trooper taped off the area, Deputy SOLOVITCH then requested that Member respond to 
the STILSON Residence at 1246 Co Hwy 12 in the Town of New Lisbon, as a security measure. Member responded and spoke with Suzanne BOMAN. BOMAN 
advised Member and Trooper HERNANDEZ in sum and substance, that she had received a call from her son, Timothy STILSON, requesting that she immediately 
respond to his residence to watch his children, as a fight had occurred at his in-laws residence on New Rd, BOMAN states that she drove to her son's house from 
Otego, When she got their, Timothy and his wife, Nicole left to go to Nicole's parents house at 400 New Rd, BOMAN was not sure what had happened at 400 
New Rd, other then there was a possible fight between Nicole's parents and her younger brother, Kevin. 

After speaking with BOMAN, Member and Trooper HERNANDEZ were checking the property. Member received a radio transmission from Sgt. STALTER, 
requesting the Member return to New Rd and have Trooper HERNANDEZ remain at the 1246 Co Hwy 12 address. 

Member returned to the scene and spoke with Sgt. WILKENS. Sgt. WILKENS requested that Member respond to 459 Co Hwy 11 in the Town of Laurens in 
regards to a hit and run motor vehicle accident that may be related to the this incident. Member responded and spoke with the reporting person from the Co Hv^ 

11 incident, Dana JALBERT. See SJSU 73039 for incident details and MV-104A. 


Following the accident investigation, Member was advised by Sgt. STALTER to respond to the intersection of Co Hwy 10 and New Rd in the Town of Laurens, to 
take over a traffic post from an SP-Oneonta Trooper. Member remained at that location until relieved on 12/13/2017 at approximatelv 0945 hours,

iMember and Deputy Thornhill were out in the Village of Laurens conducting an investigation for SJS 72896 when members monitored radio traffic of a possible 
assault involving two victim's being possible stabbed at 400 New Road in the Town of Laurens, Members cleared from investigation and advised communications 
!that members were enroute. While enroute member monitored traffic stating that possible suspect, Kevin Perry had possible left the scene operating a red 
Chevrolet Colorado pick up truck, unknown direction of travel. Member also was advised by communications that the caller was a relative who was currently 
located next door at 408 New Road, Member monitored radio traffic that the relative believed that the two victims were deceased.

Member is familiar with the subjects at 400 and 408 New Road from previous complaints, 

Upon arrival on scene members exited patrol car 226 and observed a male subject on the porch of 408 New Road. Subject yelled to members "Who is it?" Member 
identified members as Deputy Sheriffs. Subject then yelled "Kevin's left" Member inquired if he knew where Kevin went and subject replied "1 don't know where 
he went" Subject then yelled "Tim's in the kitchen and Sue is in the bedroom, 1 think their dead" Member yelled for subject to stay at his residence. The front 
main entry door to the residence was ajar with just the storm door covering the entry way. Member and Deputy Thornhill made entry to the residence through the 
unlocked front storm door. 

Members cleared the residence, checking for possible suspects and victims. While clearing the residence members observed a male subject, later identified as 
victim, Timothy Perry on his back unresponsive on the kitchen floor of the residence. Timothy had a large quantity of blood surrounding his body, on his shirt and 
on the wall behind him. Timothy appeared to have wounds to his chest. Upon observing Timothy member determined that he was obvious death with no signs of 
life being present. Members then located a female subject, later identified as victim. Solveige Perry laying face down and turned slightly on her left side on the 
floor of the back(north side) bedroom. Solveige showed no signs of life and appeared to be an obvious death with entrails protruding from her stomach, 

Troopers Denning and Salvek arrived on scene. Member, Deputy Thornhill, and Troopers Denning and Slavek cleared the outside perimeter of the residence and 
secured the scene. 

Member made requests for supervisor notification and advised for the need for additional units and CID to the scene. Member advised communications that there 
was no need for EMS at the scene. 

BOLD issued for possible suspect vehicle, a Red Chevy Colorado bearing NYREO GEV2432. 

Member tasked Deputy Thornhill with maintaining Crime Scene Log as multiple additional units began to arrive on scene. 

Member had Deputy Koren Jr. post at the intersection of Cty Hwy 11 and New Road and posted a NYSP unit at Cty Hwy 10 and New Road to monitor and control 
traffic onto New Road. 

Member responded to 408 New Road on foot. Member interviewed PR, Joseph Perry (brother to victim, Timothy Perry) Joseph stated that his niece, Rebecca 
Perry daughter to the victims who also resides with them came home and found her parents, Timothy and Solveige deceased. Joseph states that he then went next 
door and found his brother, Timothy on the kitchen floor and Solveige in the back bedroom and both appeared be deceased. Joseph states that he then returned 
home and called 911 has he could not find a phone at the crime scene. 

Member interviewed Rebecca Perry. Rebecca states that she lives at 400 New Road with her parents, Timothy and Solveige, her brother, Kevin Perry, her 
boyfriend Lee Jackson and her two children 4 year old Alyssa Jackson and 1 year old, Logan Jackson. Rebecca stales that she and Lee went to a friend’s house 
around 4:00 PM leaving their two children at home with Timothy, Solveige and her brother, Kevin. Rebecca slates that she and Lee returned home and while Lee 
was gathering items from the car she entered the residence. Rebecca states she observed her father, Timothy laying on his back in the kitchen and observed large 
quantities of blood around and covering him, Rebecca slated that she shook Timothy and yelled his name wiUi no response. Rebecca advised that she could tell her 
father was dead. Rebecca states that when she yelled her father’s name her two children came running out of the back bedroom and came to her. Rebecca states 
that her daughter, Alyssa stated "Mommy Nana and Poppy are dead." Rebecca advised that she went outside and gave Lee the children and then went and checked 
for her mother. Rebecca states that she found Solveige face down on the floor in the back bedroom. Rebecca advised that she could tell her mother was dead. 
Rebecca states that she then went next door to her Uncle, Joseph's house and advised him of the incident. Rebecca states they then returned to her residence and 
Joseph attempted to gel a response from Timothy and Solveige, They then returned to Joseph's house and contacted 911. Rebecca advised that her brother, Kevin 
who appeared intoxicated when she left the residence was the only other adult at the residence when she left and that he was not present when she returned. 

Rebecca states that her failKps, red Chevrolet Colorado pick up truck is missing from the residence. 

Member interviewed Jeffrey Perry, son of Joseph Perry who stated that Kevin may be enroute to his Uncle Thomas Perry's residence in Amsterdam, NY. Jeffrey 
was on the phone with Thomas' girlfriend, Lisa Petruccione and handed member the phone. Member obtained and address for Lisa and Thomas in Amsterdam to 
provide to communications. Lisa advised that they were leaving Amsterdam and headed to Joseph's residence, 

Member returned to the scene. 

Upon arriving back on scene member observed a blue sedan traveling south on New Road and stop on the roadway near the crime scene. Member observed a 
white female (later identified as Nicole Stilson, daughter of the victim's) exit the passenger side of the vehicle and a white male (later identified as Timothy Slilson) 
exit the driver side of the vehicle, Nicole appeared highly upset and attempted to approach the residence. Member intervened prior to Nicole leaving the roadway. 
Member attempted to calm Nicole and then had her and Timothy respond to 408 New Road, While leaving Timothy advised that his mother and children were 
home alone at their residence at 1246 Cty Hwy 12. 

Member had Deputy Cox and Trooper Hernandez respond to 1246 Cty Hwy 12 has the suspect's whereabouts were unknown and there existing a potential for 
violence towards family members, 

Member then briefed Sgt. Stalter, Investigator Munson, Investigator Henn, and Deputy Sheldon on case details. 

Sheriff Devlin and Undersheriff Allison arrived on scene and were briefed. 

Member deposed Rebecca Perry and Jeffrey Perry at 408 New Road. Depositions turned over to CID.

Member contacled by Dispatcher Kristen STRONG at 2108 to respond to 400 New Rd, T/Laurens for a possible homicide. 

Member responded to same and arrived on scene where Deputy SOLOVITCH, THORNHILL, and a NYS Trooper were outside of the residence and advising that 
it was an obvious homicide, Member also observed Tpr DEMMING sitting in his patrol vehicle at that time. After more troopers responded in, Member went to the 
intersection of New Rd and County Hwy 11 to prevent any unauthorized traffic on the roadway and/or prevent the suspect from returning. Member remained at that 
location until relieved by Deputy KIMMERER. 

At that lime, Member responded to Interstate 88, E/B, exit 23 to meat with Deputy MORRISON to map out an accident/evidence scene of where Kevin PERRY 
crashed his vehicle. Upon arrival at Exit 23, Central Bridge, member observed a red Chevy Colorado, crashed into a guardrail. There were 2 long guns (shotgun 
and rifle) laying outside of the passengers door of the truck and a wood stocked long gun outside the passengers door, with the barrel leaned into the open door of 
the truck, Also in plain view were live rounds on the drivers seat of the truck and scattered around the interior of the vehicle. Member observed a camouflage 
colored wallet and a lighter on the drivers side of the truck, on the ground. 

Member and Deputy MORRISON mapped out the scene using the total station and secured the long guns. Deputy MORRISON emptied 6 rounds (5 buckshot and 
1 slug) from the 12 gauge and placed ail into the patrol vehicle 227. Member unloaded 2 rounds from the 30/30 rifle and 4 rounds from the 300 rifle. All placed 
into patrol vehicle 227. Approved towing responded to remove suspect vehicle from the accident scene, Member escorted the vehicle back to the station. Deputy 
MORRISON followed behind same. The vehicle was placed in the secured, fenced area behind the Sheriffs office. Member then TOTs the fireanns, bullets, wallet, 
and lighter over to Inv HENN. 

Member responded back to the scene, arriving at 0628, to relieve Deputy SOLOVITCH and THORNHILL from their position of securing the residence. Member 
took over at scene log until relieved by Deputy SMITH.

Member and Deputy Solovitch were in the Village of Laurens conducting an investigation on SJS 72896 when members heard radio traffic of a possible assault in 
progress with two possible victims down at 400 New Town Road in the Town of Laurens. Members cleared investigation and advised communication that we were 
enroute While in route communications advised of possible suspect information, Kevin Perry who had possibly left the scene operating a red Chevrolet Colorado 
pick up truck in an unknown direction. Communication also advised the caller was a relative who resides next door at 408 New Road. 

Upon arrival to the scene members went to make entry into the residence. Upon walking up to the door a male voice was heard coming from the next door 
residence at 408 New Road, a male subject could be seen standing on the porch, believed to be a relative, The subject yelled "Who is it?" to members, Members 
identified as Deputy Sheriffs. Subject then yelled "Kevin's left?" Deputy Solovitch inquired if he knew where Kevin had gone, subject replied "I don't know where 
he went." Subject continued to yell "Tim's in the Kitchen and Sue is in the bedroom, Ithink their dead." Deputy Solovitch advised the subject to stay at his 
residence, 

Members approached the front main entry way which reveled a storm door covering the entrance and the main door open. Members entered through the unlocked 
storm door and cleared the residence for possible suspects. A male subject was observed on the kitchen floor lying on his back unresponsive. Male subject later 
identified as victim Timothy Perry, who had a large quantity of blood on his shirt, surrounding his body, and on the wall behind him. Timothy appeared to have 
wounds to his chest and showed no signs of life present. Members then located a female subject, later identified as Solveige Perry, who was laying face down on 
the floor in the back bedroom, Solveige appeared to be an obvious death with no signs of life. 

Members then exited the residence. Trooper Salvek and Trooper Denning arrived on scene. Member, Deputy Solovitch, Trooper Denning and Slavek checked the 
rear out buildings behind the residence and secured the scene. 

Member obtain Crime Scene Log from Deputy Solovitch and began documenting all personnel's arrival and departure at the scene. 

Member, Deputy Solovitch, and Sgl. Stalter remained for scene security until relieved by Deputy Koren Jr,

Member met with Coroner Terry KNAPP at the OCSO where KNAPP provided member with preliminary Coroner report and preliminary death certificates, which 
indicate the manner of death being homicide with the immediate cause being exsanguination due to a gunshot wound for both Solveig and Timothy PERRY 

Member contacted Jerome LULL and made arrangements to meet Jerome at his farm on County Hwy 11 in the T/Laurens. Jerome stated in sum and substance the 
following: I run a farm on County Highway II in the Town of Laurens and have employed Kevin PERRY for about two years; Kevin would work the morning 
chores at the barn about three days a week; on Tuesday, December 12,2017 Kevin was dropped off at the farm by his mother around 6:30 am; Kevin would work 
doing the morning chores in the bam for about three and a half hours; after Kevin was done, I drove Kevin and Ricky DIAMOND back to Kevin's house on New 
Road around 10:30 am; 1 paid Ricky that morning, but I only owed Kevin for one day of work; I would pay Kevin every week and the Iwt time 1 paid him was on 
December 8th; Kevin always had good things to say about his parents, but he did have a bad temper; after chores, around 8:30 pm, Kevin came to my house at 674 
County Hwy 11; Kevin came into my kitchen and asked me if Ricky was at my house; I told Kevin that he wasn't; 1 asked Kevin where his father was, because I 
know Kevin doesn't have a driver's license; Kevin told me that his father was in the truck; I wasn't able to see the truck well enough from inside my house to see if 
Kevin's father was in the truck; Kevin then left my house; I didn't sec him get in the truck, but I did see the truck pull out of my driveway; the truck then drove 
towards West Oneonta; while Kevin was at my house he was acting different, like he was very apprehensive, and seemed to be drunk.

Member was contacted by Mark MONTFORT by telephone. Mark stated in sum and substance the following; on Wednesday night I was at Stewart's in Oneonta 
getting gas at about 5:45 pm; a young man wearing a hoodie was at a gas pump filling his car near me; the young man was on his cell phone having a rageful 
conversation with his father; the young man was white with a beard; Libby CUDMORE told me about the murder and then 1 looked up the news and saw a picture 
of the man accused of killing his parents; the young man 1 saw could have been him, 

Member responded to Wal-Mart and met with the Manager, Melissa MESSNER, and the Loss Prevention supervisor. Wendy HARDENBERG, HARDENBERG 
and MESSNER provided member with Timothy and Solveig PERRY'S work schedules, Wal-Mart records showed Solveig off and Timothy working until he 
clocked out at 2:00 pm on 12/12/17. They also stated that both of them were full time employees, working 40 hours a week, they were being paid today by direct 
deposit into their savings account with Wilber National Bank (Community Bank), and they also provided member with video surveillance of Solveig PERRY 
shopping on 12/12/17 at the store. A receipt for Solveig's purchase at Wal-Mart was also provided, which shows she finished checking out of the store at 11:58 
am. Member requested information about Kevin PERRY'S employment at Wal-Mart. Member was advised that the records were not at the stores location 
anymore and that the main office would have to be contacted. 

Member received a call back from HARDENBERG, who advised that Kevin worked at the Wal-Mart from August 2012 to January 2013 and was terminated for 
gross misconduct,___

Member located and interviewed Richard GARREAU, AKA Ricky DIAMOND, at Jerome LULL'S farm on County Hwy 11 in the T/Laurens. Richard 
GARREAU stated in sum and substance the following; I live with Jerome LULL and work with Jerome on his family farm on County Hwy 11 in the T/Laurens; on 
Tuesday, December 12th, 2017 I went to work with Jeromeat about 5:30 am; Kevin PERRY came to work with us at about 6:00 am; I worked with Kevin until 
about 10:30 am; Jerome drove Kevin and I to Kevin's trailer on New Road; Kevin's mom, Sue, was home with Becki's kids, Alyssa and Logan; Sue then brought 
me to Wal-Mart in Oneonta around 11:00 am so that I could get some groceries; Sue also picked up groceries; Sue then drove me back to Jerome's house, dropping 
me off around 12:30 pin and then she went home; Some time between 4:30 pm to 5:00 pm, Lee and Becki picked me up from Jerome's house to go to Lee's friend's 
house in the Worcester area; Lee drove me to my friend, Tom FIGGER'S house near the yogurt place to get my jacket I left there; we played video games, like 
"Call of Duty" at Lee’s friend’s house for about two to three hours; we left the friend's house around 8:00 pm; we drove past the PERRY'S house on our way back 
and noticed the truck was missing; Lee dropped me off at Jerome’s house around 9:00 pm; a few minutes later Lee was texting me that Becki's parents were killed 
and Kevin was gone with the truck; while at work with Kevin, he seemed fine; Kevin would watch Forensic Files on TV about kids that killed their parents; Kevin 
watched the show for about a week and a half; I heard that Kevin was telling people in Amsterdam that he wanted to kill his parents one time when he was drunk; 
Kevin has been drinking a lot of alcohol lately, but not while we worked together; Tim did have an issue with me living in the house with them, mostly because 
there were too many people in the house; I lived there for about three weeks until moving in with Jerome about two weeks ago; prior to living with the PERRY'S, I 
would stay with them a few days at a time when I would visit them and my brother Lee from Kentucky.

Member stopped at Mirabito at the intersection of St Hwy 23/205 and spoke with the manager, Aleya BACKUS, about getting video surveillance. 

Member interviewed Neil MONZEGLIO, who sells Christmas trees. Member showed Neil a picture of Timothy PERRY, Neil stated that the man in the picture 
looked familiar and may have been at his Christmas tree stand, possibly in the late afternoon, but he couldn't be certain. Neil also stated that he only takes cash for 
his business.

Office. The time is _1152 AM, I state the following: 

I am the brother of Timothy Perry and the uncle of Kevin Perry. I came home Tuesday night December 12th around 8 pm and my fiancee Cindy Reinhart told me 
that she had received a missed call Tim's house around 530 pm, Cindy further told me that she called back and spoke with Tim, and could hear Kevin yelling at 
him in the background. Cindy only said that Tim said that he was not the one who called. Kevin usually calls up to my house to get a ride here when he does not 
want to be home. Kevin drinks a lot and never got a license that I know of. Later that night I was at my son Tommy's house and he got a phone call around 9 pm 
from my nephew Jeff in Laurens. Tommy told me that Jeff had just informed him that Kevin stabbed his parents to death and that Kevin was now on his way to 
our house 1, Tommy, my grandson Brandon, and Cindy decided to drive down to Laurens to be with the family. 

Kevin would usually come to my house about every other week. He would spend the nights in Amsterdam at Tommy's house, and other times he would just drink 
and go home, Kevin would get a ride or my brother would have to come get him. Last Saturday night, December 9th 2017, Kevin and his older brother Timmy 
came up to my house for a few hours and drank. Timmy, Kevin and Brandon all left to head down to Oneonta and Laurens. Cindy and I went to my bother Tom's 
house on Monday December 1 Ith 2017 to pick up Brandon, and bring him home to Amsterdam. Kevin and Tom were there at the house, and the house seemed 
calm and quiet, Kevin walked out on the porch as we were leaving and asked if I could talk with Cindy about picking him up on the 31st to go to Amsterdam, 1 
told him I would talk to her and see. 

When Kevin drinks too much he can be mellow or he can be off the wall. It was not unusual for Kevin to get angry mid want to fight when he was drinking. 

Kevin, had on multiple occasions, said when he was drinking that he was going to kill his parents Kevin never said how or why, or even offered an explanation as 
to why he would say that. When he would say it, 1 would yell at him and tell him not to say that and that we don't want to hear that kind of talk. Kevin often did 
not recall saying those things when he sobered up. I don't recall Kevin ever becoming physically violent like this when he was drinking but he would get very 
angry and mouthy, I don't know what would make him kill my brother and Sister-in-law.

1 am the fianci of Thomas Perry Sr. and we have been together for seven years. I have known the Perry family for over 21 years. On Tuesday December 12th 
2017 at about 5:00 pm 1 received a phone call from Tim Perry's house number and I missed it. I immediately called it right back and Tim answered the phone, and 
asked'What do you want?' I could tell by the tone of his voice that something was going on, 1 began to tell Tim why 1 called, and Tim began yelling at Kevin 
about calling here. I could hear Kevin and Tim yelling angrily back and forth. 1 said to Tim that 'Someone called here from that house’ and again 1 could hear 
Kevin and Tim arguing, 1 heard Kevin yell from across the room, that he wanted speak with his Uncle Tom. I said that he was not home. The arguing sounded 
really bad, probably the worse I ever heard them argue. It may have gotten physical at one point as they sounded so angry. Tim was just yelling with Kevin and 
not talking to me, and it sounded like they were bolli on the phone with us, so I hung up, 

1 later checked my message from that missed call, and there was a message from Kevin. He was asking to have me pick him up on the 31st and that he wanted to 
give me a $100 for it. It was normal for Kevin to offer and give some money for rides or booze. 

It was around 9pm that night llial I heard from Tommy and Lisa, that Tim and Sue had been killed. 

Kevin was always drinking and he didn't seem to care what he had to do to get alcohol, He always got obnoxious and repeating himself, always asking for money 
and more booze. I only recall Kevin getting violent once about two years, but Tom was able to slop him. I am not sure if Kevin did any drugs, but I heard him 
talking about getting some 'coke' this summer while we were at a bar together.

Kevin would come to visit me and my family after Kevin would argue with his parents. Kevin and his parents would argue over Kevin making long distance 
phone calls. Kevin would also visit after receiving his SSI check. Kevin would spend most of his money on alcohol. Tim Perry Junior would usually drive Kevin 
to our house. There were a few times when Kevin would run out of money while staying with us. Kevin would call home asking for more money or for a ride 
home. Kevin would get into arguments with his parents over the phone. I have heard Kevin tel! his parents at least a couple of times that he should kill them while 
arguing with them. Kevin would then rant after hanging up the phone. Kevin's anger was mostly directed at his mother, When he would rant, Kevin would be 
calling her names. My Uncle Tim would usually come and pick Kevin up and bring him home anyway

ended up going out to the bars in Oneonta, NY instead. I ended up spending the weekend at my Uncle Tim and Aunt Sue's house on New Road in the Town of 
Laurens, because Tim Junior wouldn't give me a ride back home. We left the bars and got back to the house on New Road some time around 4:00 am, Tim Junior 
argued with Kevin over one of them hitting their father, Tim Senior. Tim Senior came out and broke up the argument and then Tim Junior left. The rest of the 
weekend was fine, except for Kevin and my Uncle Tim arguing in the late afternoon on Sunday December 10th. I don't know what they were arguing over, but 
after the argument, Kevin came into the living room with me and said that he was going to kill his parents some day. I've heard Kevin say things like this before 
several times, 1 have also heard Kevin tell his parents that he should kill them over the phone a few limes while he was at our house in Amsterdam during 
arguments, I left my Aunt and Uncle's house on Monday December 1 Ith around 10:00 am when my grandfather, Tom Perry Senior, came to pick me up. 

I was at my cousin, Jasmine Perry's house in Gloversville, NY when Jasmine got a call from her mother. Jasmine told me her mother had said that Kevin had 
killed his parents, I never believed that Kevin would actually kill his parents.

Member and Inv, HENN met Bobbi-Jo NYE and interviewed her at her residence. Bobbi-Jo NYE voiced concerns that Rebecca PERRY, Lee JACKSON, and 
Ricky DIAMOND have been acting suspiciously and that they may be using drugs, NYE stated that Lee's brother, Todd DIAMOND, was currently in Jail for 
meth, and that Lee and Rebecca have been visiting him, Rebecca and Lee were currently staying with NYE, so members requested that NYE come to the OCSO to 
give her deposition to members. 

Member and Inv, HENN met with James LLOYD at Chobani, requesting video surveillance from 12/12/17. 

Member and Inv. HENN attempted to locate Thomas FIGGER at his residence located at 5711 State Hwy 8, New Berlin. A male at the residence advised that 
FIGGER was currently out of the state. Member gave the male a business card to have FIGGER contact member as soon as possible. 

Member ran Rebecca PERRY, Lee JACKSON, Kevin PERRY, and Soveig PERRY through NPLEx. NPLEx shows that Rebecca PERRY purchased products 
containing pseudoephedrine nine (9) times between March 11,2017 and December 17,2017. Lee JACKSON purchased products containing pseudoephedrine nine 
(9) times between March 11,2017 and December 15,2017. Kevin PERRY purchased products containing pseudoephedrine three (3) times between May 11,2017 
and November 15, 2017. Solveig PERRY purchased products containing pseudoephedrine seven (7) times between April 27,2017 and December 04, 2017, Lee 
and Rebecca made purchases on the same day three times during this time period (03/11/17, 10/05/17, and 11/24/2017) and Lee and Kevin made purchases on the 
same day once (05/11/17). 

Member ran Richard GARREAU through Justice X-Change, finding he was arrested for public intoxication and drug paraphernalia buy/possession in Laurel j 
County Kentucky, I 

Member ran Todd DIAMOND through Justice X-Change, finding he was arrested for criminal sale of controlled substance fifth and third degree and is currently 
incarcerated in the Chenango County Jail on $300,000 cash bail. A Google search revealed a news article stating that Todd DIAMOND Jr, was arrested for sales 
of methamphetamine with Brittany DUNAGAN 

Member received completed NYS DOH Death Certificates from Coroner KNAPP. Member placed the certificates with the case file - see documents for full 
details. 

Member received a voice message from Thomas FIGGER. Member attempted to contact FIGGER back at the cell phone number provided, but had to leave a 
voice message. FIGGER contacted member back and advised that he would be out of the state of New York until some time after Christmas. Member interviewed 
FIGGER over the telephone. FIGGER stated in sum and substance the following: Rebecca and Lee were at my house; Ricky was with them; they got to my house 
sometime between 4:00 pm and 5:00 pm, they left around 9:00 pm; they didn't stay as long as usual; they got a phone call while they were there from Rebecca's 
parent's house, wanting them to come home; I heard Kevin in the background; I found out about what happened from posts on social media; I also heard from 
Ricky about two days later; I think my fianed, Cynthia BAY was with us at my house; T thought Kevin was trying to get them when I heard he left the house; 
during the phone call I heard Alyssa and Kevin was in the background; I heard Alyssa say she wanted them to come home and don't stay out all night; they didn't

Member attempted to obtain video from Chobani, but member was advised that they were not able to get the video uploaded to a storage device yet. 

Member received a voice message from Denise RICHARDS on December 18th, 2017, stating that someone needed to contact Mary Ann ROTH at telephone 
number 607-432-5696 in regards to the case. Member was able to make contact with Mary Ann ROTH by telephone. ROTH stated in sum and substance the 
following: I know the woman that was killed; I can't remember her name, but I know 1 recognized her name when I read the story; I would see her and talk with her 
when I shopped at Wal-Mart; she told me once that she was going to be killed by her son; I suggested that she call the police, but she told me that would make it 
worse if she did; 1 believe her husband worked at Wal-Mart too, I guess. 

Member was contacted by Samuel PERRY HI by telephone. PERRY III stated in sum and substance the following: I needed to tell someone; I'm hearing that the 
murder was a conspiracy; I heard that Kevin hid his clothes in the woods; all the family members are worried about is money, 

Member received an e-mail from DA JohnMUEHL, requesting member locate and interview Ann-Marie MEHAN. Also in the e-mail was a screen shot of a 
Facebook post in which, Ann Marie MEHAN states: "The fact that he used 2 talk about killing his parents all the time when he was drinking but never actually 
thought he would do it,..". Member ran a DMV search for Ann Marie MEHAN, finding an address of 5 Willard St, Apt #1, Amsterdam, NY. Member contacted 
the Amsterdam City Police to have Ann Marie contact member as soon as possible, Ann Marie MEHAN contacted member by telephone, stating in sum and 
substance the following: I dated Brandon PERRY; Kevin would come out to visit; we went out drinking with Kevin when he came; there were a few times Kevin 
said he would kill his parents; maybe about five to six times; it's been a while since I've seen Kevin; it's been about a year; he wouldn't say why he would kill them; 
Kevin would pick fights with his grandfather, Tom PERRY; it was just verbal fights. 

Member contacted the New Berlin PD for video surveillance. Member was advised that the cameras were no longer in operation. 

Member contacted Scan RALPH by e-mail requesting information on life insurance policies for Solveig and Timothy PERRY Senior. 

Member contacted Chenango County Jail to request information about Rebecca PERRY and Lee JACKSON, visiting Todd DIAMOND.

information for subpoena requests. Melissa MESSNER stated in sum and substance the following: we raised $1,631 for Rebecca PERRY; we created an account 
for the money at Community Bank; the family is arguing over the money; we gave Rebecca a $250 Wal-Mart gift card because she is an employee, but Bobbi-Jo 
took the gift card; she was here and we explained to Bobbi-Jo that the gift card was not hers and she needed to give it back to Rebecca; Bobbi-Jo was also after 
some of the $1,631; they are now saying that Kevin is innocent. 

Member contacted Clyde BIRCH and Rich GRIFFIN from NBT Bank, requesting video from NBT Bank in the V/New Berlin from December 12th, 2017 from 3

Member was advised that Deputy SMITH and a NYSP Trooper responded to a call at 400 New Rd T/Laurens for a report of trespassing. Joseph PERRY reported 
lhai Rebecca PERRY and Lee JACKSON were at 400 New Rd and trespassing. Joseph was advised that the issue is civil since both had been living at the 
residence. See SJS ^73044 for full details. A copy of the incident was placed with the case file. 

Member was provided a copy of the MV104A report for the motor vehicle crash that occurred at 459 County Hwy 11 T/Laurens by Sgt. WILKENS. The copy was 
placed with the case file - see document for full details, 

Member picked up video surveillance from NBT Bank from the New Berlin branch at the NBT Bank Customer Service desk at 52 South Broad Street, Norwich 
NY. 

Member received copies of the Lourdes Hospital Pathology Report Provisional Anatomic Diagnoses for the autopsies for Timothy and Solveig PERRY. The 
reports were faxed to member by Coroner Terry KNAPP. 

Timothy PERRY'S report states the following: 

1, Exsanguination, secondary to a gunshot wound (12 gauge shotgun; birdshot) of the left lower chest and upper abdomen with: 

- Hemoperitoneum (450 cc), 

• Hemopericardium (100 cc). 

- Fractures of xiphoid process and left lower medial anterior chest ribs. 

- Laceration of pericardial sac, 

- Lacerations of heart, 

- Lacerations of diaphragm, 

• Lacerations of left lobe of liver, 

• Ruptured lacerated stomach, 

- Complete transection of descending aorta. 

- Lacerations of left renal vein and splenic vein. 

■ Fragmentation of left adrenal gland. 

- Lacerations of superior pole of I eft kid ney, 

- Lacerations of left psoas muscle 

• Contusions of lower lobes of lungs. 

- Left hemothorax (270 cc). 

■ Superficial lacerations of splenic capsule. 

■ Birdshot recovered from abdomen and retroperitoneum. 

- Shotgun shell wad recovered from abdomen. 

2, Chronic obstructive pulmonary disease.

5 Left ovarian simple cyst (3 cm). 

6. Endometrial polyp.

didn l have school, My mom told me that she would. My dad and Rebecca had left for work already and everyone else living at the house would have been

I worked until 3:00 pm. My husband Tim Stilson picked me up from work shortly after 3:00 pm and then we went to the Mirabito in Laurens on the way home,

We went to my parents' house to pick up Conner, Kalee had color guard practice. We got to my parents' house around 3:20 pm, Rebecca and Lee were leaving the 
house then, driving towards County Hwy 11. i don't know if Ricky was in the car with them. Kevin came out of the house as I was walking toward the house. 
Kevin had been drinking alcohol and was drunk. Kevin told me that our dad took Conner and Alyssa to get a Christmas tree. Kevin also told me that I needed to 
talk with our mom because mom and dad were arguing about mom giving Lee's brother, Ricky, a ride to Oneonia. Kevin followed me into the house, where I 
picked up Conner's backpack, and then returned to our truck. Kevin followed me back out to our truck and went to the driver's side to talk with my husband. My 
husband drove us home. The last time I remembered looking at the clock, it was about 4:36 pm, A short time after looking at the clock, my dad arrived to drop off 
Conner, 1 talked with my dad for a couple of minutes. He said that he was sick of my mom doing whatever she pleased and not listening to him. My dad also said 
he was done with my mom, i gave my dad his dehydrator back and he left. I cooked dinner and then we ate. Some time between 8:30 pm and 8:45 pm I went to 
bed, Lee called me around 9:12 pm telling me that both my parents were dead and Kevin took the truck. My husband saw a post on his friend; Anthony's post 
stating my parents had been stabbed, We had my in-laws come to our house to watch the kids and then we went to my Uncle Joe's house. 

That Monday, December 1 Uh, 2017, Ricky had come over to their house with Lee and Rebecca. My dad told Ricky he wasn^t allowed at his house anymore and 
that he had to leave. 1 haven't heard Kevin say that he wanted to kill my parents. Kevin would watch shows like "I Almost Got Away with It" and "Killer Kids". 
Kevin would also watch specials on TV about serial killers.

On Saturday, December 9th, 2017 Rebecca and Lee picked me up and brought me to my parents' house from about 10:00 pm to around 12:00 am. My fiance, Eric 
Wilcox, picked me up and brought me back home. My brother, Kevin called me on Sunday, December 10th, 2017 some time around 1:00 pm or 2:00 pm. Kevin 
asked me what 1 was doing next weekend and told me that he wanted to spend time with me. I could tell that Kevin had been drinking. Kevin has a drinking 
problem, which started around the time he was 18 years old. I was told that Kevin's cousin, Brandon was staying with him that weekend. 

On Tuesday, December 12th, 2017 around 10:00 am, I received a message from Ricky Diamond on Facebook. He asked me what I was doing and 1 told him that I 
was going to Norwich, Ricky asked me if I could take him to Norwich, but I told him that I couldn't. Ricky had told me that he was at my parents' house. Rebecca 
told me later that our parents had argued about Ricky being at their house. 

At about 9:05 pm, Rebecca called me from Lee's phone, but I missed the call. Rebecca left me a voice message, but I didn't listen to it. Around 9:38 pm I received 
a Facebook message from Ricky, telling me that Kevin just killed my parents. 

Kevin was close with our dad, He wasn't very close with his mom, Solveig. They would argue about Kevin's drinking and how he spent money. Kevin spent $500 
in one night drinking in the bars in Oneonta. Kevin walked from the bars to Shannon Souza and David Ford's house at Messina Trailer Park. Kevin has had 
physical arguments with Rebecca in the past, About three weeks ago, Kevin was at my house after we went out drinking. Kevin said that he hated his parents and 
that he wished his mom would die, I told him to stop talking like that and he did. 

On Saturday December 16th, 2017,1 visited Kevin at the Otsego County Jail. I asked Kevin what happened. Kevin told me that he blacked out and couldn't 
remember. Kevin said that he didn't even know the police were behind him until he ran over a spike strip. Kevin also said that if they say it's me that did it, it must 
have been me. I visited Kevin again on Sunday, December 17th, 2017, I told Kevin about how people believe that there were other people involved. Kevin 
continued to say that he couldn't remember. 

Since our parents' death, other family members, friends, and I have noticed that Rebecca and Lee haven't shown any appropriate emotions for their deaths. 

Rebecca wants to move back into the house. I mentioned this to Kevin and asked him if he would moved back into the house now. Kevin said that he would not,
